Tempe Officer's Association - Membership Information

The Tempe Officers Association was formed in the late 1990's to advocate the rights of Officers and Sergeants in the City of Tempe Police Department. The "TOA" helped push the Meet and Confer Ordinance into City Code and today has exclusive representation of the Officers and Sergeants during the meet and confer process. Items such as salary, benefits and working conditions are all negotiated on your behalf by the TOA.

Our members enjoy premium legal coverage for work related administrative, criminal and civil actions that might arise in the course of your duties as a police officer.

Our administrative legal protection is provided by attorney Dale Norris who is very versed in the area of public sector labor law. Mr. Norris has assisted numerous Arizona police officers preserve or win back their police careers.

Our criminal and civil representation is provided through the Legal Defense Fund (LDF) administered by the Peace Officers Research Association of California - PORAC. Several local criminal defense lawyers, such as Craig Mehrens, are LDF attorneys ready to serve us.

Members also receive supplemental life insurance coverage.

The Tempe Officers Association was formed by a grass roots effort of Officers and Sergeants who saw the need for an advocate to address our concerns. The TOA has made significant progress in the areas of salary, benefits and working conditions of the Tempe Police Officers in its existence.

The Tempe Officers Association continues to strive to ensure that Tempe Police Officers are treated as law enforcement professionals.

The TOA is a member of the Arizona Police Association (APA). The APA is a statewide coalition of police associations that represents our interest on the state level primarily in the Arizona Legislature.

APA member organizations include the Phoenix Law Enforcement A sociation (PLEA), the Associated Highway Patrolmen of Arizona (AHPA), the Mesa Police Association (MPA), the Deputies Law Enforcement Association (DLEA), Glendale Law Enforcement Association (GLEA), the Chandler Law Enforcement Association (CLEA) and the Arizona local of the Boarder Patrol Officers Association. The APA has 6,000 plus members and it has two full-time lobbyists working in the legislature.

The TOA is also a member of the National Association of Police Organizations (NAPO). NAPO is renown for its annual "TOP COPS" awards held in Washington DC that honors exceptional law enforcement officers. NAPO represents our interests on the national level through its lobby efforts in the U.S. Congress and its amicus curiae briefs to the U.S. Supreme Court in cases affecting law enforcement.

The TOA is also a proud member of the 100 CLUB . The 100 Club is a non-profit organization which donates money to the family of law enforcement and firefighters who are injured or killed in the line of duty.

The Tempe Officers Association is an independent local organization having no affiliation with "big labor unions". The TOA's mission is to serve its members who have full accountability over the Association.

In July 2000, our first Memorandum of Understanding between the City and the Tempe Officers Association went into effect. The MOU was negotiated under the new Meet and Confer Ordinance. We now have enumerated rights under the MOU. The MOU will continue to evolve as the result of future negotiations. Thank you for your support and welcome to the Tempe Officers Association.
